யார் பிற்படுத்தப்பட்டவர்கள்?

'பந்த்' நிறுத்தங்களினால் ஒரு நாள் தேசிய உற்பத்தித் திறன் மற்றும் பலகோடி ரூபாய்கள் இழப்பு தவிர ஆகப்போவது ஒன்றும் இல்லை என்று தெளிவாக எல்லாருக்கும் புரிந்திருக்கும் நிலையிலும், அரசு ஆதரவில் தமிழ்நாட்டில் முழு பந்த் - இடஒதுக்கீடு பற்றிய உச்சநீதிமன்ற ஆணையை எதிர்த்து. ஏற்கனவே தான் நடைமுறைப்படுத்தியிருக்கும் இடஒதுக்கீட்டு கொள்கைகள் போதாதென்று, இந்த அருவருக்கத் தக்க செயல் மூலம், இந்திய மாநிலங்கள் எல்லாவற்றிக்கும் ஒரு மகா மோசமான முன்னுதாரணத்தை தமிழ்நாடு ஏற்படுத்திக் கொண்டிருக்கிறது.

வழக்கமாக ஆங்கிலத்தில் எழுதும் நண்பர் Reason இதே தலைப்பில் ஒரு நல்ல தமிழ்ப் பதிவு போட்டிருக்கிறார். அதில் கூறுகிறார் -

எதற்கு இந்தப் 'போராட்டம்'? தேசீயக்கல்வி நிலையங்களில் 'பிற்படுத்தப் பட்டவர்களுக்கான' இட ஒதுக்கீட்டு ஆணையை உச்ச நீதிமன்றம் தடை செய்ததற்கு.

ஏன் அந்த ஆணையை உச்ச நீதிமன்றம் தடை செய்தது?மத்திய அரசு - திரா'விட'ர்கள் அங்கம் வகிக்கும் மத்திய அரசு - யார் பிற்படுத்தப் பட்டவர்கள் என்ற கேள்விக்கு சட்டம் அங்கீகரிக்கக் கூடிய விடை அளிக்காததால்.

முப்பது கோடி இந்தியர்கள் ஒரு நாளைக்கு ஒரு டாலர் - 45 ரூபாய்க்கும் குறைவான வருவாயில் வாழும் நாட்டில், இந்தக் கேள்விக்கு விடை அளிப்பதில் என்ன கஷ்டம் இருக்க முடியும்?

'விடை அளிக்காததால்' - 'முடியாததால்' அல்ல, 'விடை அளிக்க விரும்பாததால்'. சரியான விடை அளித்து விட்டால் இந்தப் பிற்படுத்தும் விளையாட்டு - இந்தியா முழுவதும் நடக்கும், திரா'விட'ர்கள் முன்னின்று நடத்தும் விளையாட்டு - நிறுத்தப் பட வேண்டியிருக்கும்.

இப்படித் தொடங்கி , ஏற்கனவே மிகவும் பிரபலமாகி விட்ட மாநிலவாரியான பிற்படுத்தப் பட்டவர்கள் சதவீதம் பற்றிய அட்டவணையையும் சுட்டிக் காட்டி கேட்கிறார் -

ஒரிசா - வளர்ச்சிக் குறியீடுகளில் ஒரு பின் தங்கிய மாநிலம் - அங்கு கார் தொழிற்சாலைகளோ, IT காரிடார்களோ கிடையாது - ஆளைக் கொல்லும் வறட்சியும் வெள்ளமும் உண்டு. 2004-ஆம் ஆண்டில் OBC - பிற்பட்ட ஹிந்து மக்கள் தொகை - 37.8 சதவீதம். தமிழ் - மன்னிக்கவும் திராவிட நாட்டில் - 72.5 சதவீதம.

இந்த உச்ச நீதிமன்றத் தீர்ப்பை எதிர்த்து ஒரிசாவில் பந்த் இல்லை. இந்தியாவில் வேறு எந்த மாநிலத்திலும் இல்லை. தமிழ் - மன்னிக்கவும் திராவிட நாட்டில மட்டும்.நாட்டின் போக்கை எதிர்த்து - தேசியத்தை எதிர்த்து - ஏன் இறையாண்மையையே எதிர்த்து - செயல் படுவது திராவிடர்களுக்குப் புதிதல்ல. அதில் ஊறியவர்கள்.

உண்மையில், முன்னேறிக் கொண்டிருக்கும் தமிழகம், ஒரிஸ்ஸா போன்ற வறுமையில் உழலும் மாநிலங்களுக்கு உதவுவது பற்றி யோசிக்க வேண்டும். ஆனால், "உண்டாலம்ம இவ்வுலகம்.. தமக்கென முயலா நோன்றாள் பிறர்க்கென முயலுனர் உண்மையானே" என்ற தமிழ்ச் சான்றோர்களின் எண்ணத்திற்குக் களங்கம் ஏற்படுத்தும் வகையில் இங்கே பந்த் நடந்து கொண்டிருக்கிறது. ஒவ்வொரு மானமுள்ள தமிழனையும் வெட்கப் படச் செய்யும் சமாசாரம்.

இது பற்றி எனது பழைய திண்ணண கட்டுரையில் சொன்ன ஒரு விஷயத்தை மறுபடியும் இங்கு மீள்பதிகிறேன். இந்த பிரசினையைப் பற்றிய என் முழுக் கண்ணோட்டமும் அந்தக் கட்டுரையிலேயே உள்ளது -

... இந்தியாவிலேயே அதிக சதவீதம் பிற்படுத்தப் பட்டவர்கள் உள்ள மாநிலம் என்கிற 'பெருமை'யையும் தமிழகம் பெற்றிருக்கிறது. மலைவாழ் மக்கள் பெரும்பான்மையினராக வாழும் சத்தீஸ்கட், மத்தியப்பிரதேசத்தை விடவும் தமிழ்நாட்டில் அதிகம் 'பிற்பட்டவர்கள்' இருக்கிறார்கள் என்றால் பார்த்துக் கொள்ளுங்களேன்! அகில இந்திய அளவில் நிலைமை இந்த அளவுக்கு மோசமாகவில்லை. அதனால் தான் இட ஒதுக்கீட்டு அரசியலை எதிர்ப்பதற்கு ஓரளவு மக்கள் சக்தியாவது உள்ளது. 100% இட ஒதுக்கீடு என்று தமிழக அரசு ஒரு பேச்சுக்காக அறிவித்தாலும் கூட, அதை எதிர்ப்பதற்குத் தமிழ்நாட்டில் நாதியிருக்காது. இதுதான் தங்கள் தலையெழுத்து என்று இட-ஒதுக்கீடு-இல்லாத-சாதியார் தங்களை நொந்துகொண்டு வேறு வழிகள் தேட வேண்டியது தான்.

3. இதில் கூடுதல் சோகம் - தமிழகத்தில், ஒதுக்கீடு இல்லாத போட்டிக்கான இடங்களின் (open competition) பெரும்பங்கையும் எப்படி ஒதிக்கீடு-பெறும் சாதிக்காரர்களே பெற்று ஏப்பம் விட்டு, ஒதுக்கீடு இல்லாத சாதிக்காரர்களின் வயிற்றில் அடிக்கிறார்கள் என்பது. (பார்க்க: [2]). இவர்களுக்கு உண்மையிலேயே மனச்சாட்சி இருந்தால் அதிக மதிப்பெண் பெற்றிருந்தாலும், இட ஒதுக்கீட்டையே பயன்படுத்துவேன் என்று சொல்லி, OC (ஓஸி?)யில் கிடைக்கும் இடத்தை, பாவப்பட்ட, இட ஒதுக்கீடு பெறமுடியாத மாணவர்களுக்கு விட்டுத் தர வேண்டும்.. ஆனால், இவர்களது சிந்தனை "நமக்கு OC-யில் இடம் கிடைத்து விட்டதே.. அந்த இடத்தை நம்ம சாதிக் (இட ஒதுக்கீடு சாதி) காரன் ஒருத்தன் எடுத்துக் கொள்ளட்டும்" என்பதாகத் தான் இருக்கிறது.. இந்த சிந்தனை சுயநலம், குரூரம் மற்றும் துவேஷ மனப்பான்மையினாலேயே உருவாகிறது.

4. இந்த BC இட ஒதுக்கீட்டையே அழித்து விட வேண்டும். SC/ST ஒதுக்கீடு போக மீதி இருக்கும் எல்லா இடங்களிலும் எல்லாரும் போட்டி போடலாம் (open competition) என்று அறிவிக்க வேண்டும். இந்தப் போட்டிக்கான "புள்ளிகளை" (points) நிர்ணயிப்பதில் தான் சமூக நீதியும், சமூக அக்கறையும் வெளிப்பட வேண்டும்....

Mr. Jatayu, have you visited any rural area in Tamil Nadu... I seriously doubt it..

Reservation is an issue concerning Social backwardness... At a time when eminent social thinkers felt it necessary to undo the historical wrongs and work for upliftment of the downtrodden, they invented the scheme of reservation. If that hadnt happen, today, the state would be under the grip of casteist forward castes.

Secondly, about Orissa... the OBC people in Orissa are remaining quite while in TN they agitate.. is this what your argument? Would you agree that Hindus in Pakishtan are more happier than their counterparts in India, just because the Pakisthani Hindus dont come to streets and agitate. Orissa's social backwardness is nothing but a result of the prevailing casteist domination by so called upper castes.

தமிழகம் வளர்ச்சிப்பாதையில் நடைபோடுவதற்கு இங்கே தனியார் துறை மூலம் ஏற்பட்ட தொழிற்செழிப்புத்தான் காரணம்.

நீங்கள் கம்பேர் செய்துள்ள மாநிலங்களைவிட தமிழ்நாட்டில் தனியார் தொழிற்துறைகளின் வளர்ச்சி அதிகம் என்று தோன்றுகின்றது.

மலைவாழ்மக்கள் அதிகம் உள்ள இடங்களைவிட தமிழகத்தில் தாழ்த்தப்பட்டவர்கள் அதிகம் இருக்கக் காரணம், தாழ்த்தப்பட்டவர்களின் கையில் தமிழக அரசோ, அரசியல் செல்வாக்கோ என்றும் இருந்ததில்லை என்பதுதான்.

வரலாற்றுத் தவறுகள் என்பது மிக சுலபமான வார்த்தை. ஒரு தவறை சரி செய்ய மற்றொரு தவறைச் செய்ய வேண்டும் என்று கூப்பாடு போடுவது என்ன வகை லாஜிக் என்று தெரியவில்லை. இதனால் வரலாறு முழுக்க தவறுகளின் வரலாறாகவே மாறிவிடும். எந்தத் தவறினால் ஒரு மிகப்பெரிய மானிட சமுதாயம் அவலமான நிலைக்குத் தள்ளப்பட்டதோ, அதே தவறை திருப்பிச் செய்வது தவறை சரி செய்யும் என்பது குழந்தைகள்கூட எதிர்க்கும் வாதம்.

ஜாதி அடிப்படையில்தான் சிலர் தங்களை மேல்ஜாதியினர் என்று கூறி பல சலுகைகளைப் பெற்று, மற்றவர்கள் எந்த சராசரி மனித உரிமையும் இல்லாதிருக்க வழி செய்தார்கள். இப்போது அதே தவற்றை தொடர்ந்து செய்யத்தான் இந்த இடஒதுக்கீடும் வழி வகுக்கின்றது.

உதாரணம், என் வாழ்விலேயே உள்ளது:

என்னுடன் இளநிலை கல்லூரியில் பயின்ற ஒரு மாணவரை மதுரை காமராஜ் பல்கலைக்கழக கல்லூரியில் கோட்டா நிரப்புவதற்காகச் சேர்த்துக்கொண்டார்கள். எப்படியாயினும் அவரை சேர்த்துக்கொள்ள நுழைவுத்தேர்வில் தோல்வியுற்ற அவருக்கு அவர்கள் கேட்ட கேள்விக்கு அவர் அளித்த பதிலைக்கண்டு வியந்துபோய் உடனேயே சேர்த்துக்கொண்டுவிட்டார்கள். அவர்கள் கேட்ட கேள்வி, "பாரதிதாசன் பாடல் ஏதேனும் தெரியுமா" அவருடைய பதில் "யார் அவர்?"

கல்லூரியில் சேர்ந்தபின்னால் கல்லூரியில் நடந்த அத்தனை ஸ்ட்ரைக்குகளுக்கும் அந்த மாணவர்தான் தலைமை தாங்கினார்.

இதெல்லாம், தவறு இல்லை. ஆனால், அவர் எம்ஸிஏ முடிக்காமலேயே இதுவரை இருந்துவருவதுதான் வருத்துகின்றது.

இதுதான் ஜாதி அடிப்படையில் மட்டுமே ஒருவரின் தகுதியை நிர்ணயிக்கும் சட்டங்களின் விளைவு.

உடனே அந்த மாணவர் என்ன ஜாதி என்று "ஜல்லியடிக்க" தேவையான ஒரு கேள்வியை சிலர் கேட்கலாம்.

"ஐயர்" என்றோ "ஐயங்கார்" என்றோ வைத்துக்கொள்ளுங்கள்.

when 72.5% of Hindu population in TN is classified as 'Backward' (this is apart from SC/ST), and there is no exclusion of creamy layer, how do you think this benefits poor rural students in any competition?

The way this policy is being implemented is a 'bait and switch' tactic - bait using pictures of rural poor oppressed etc like you are trying to do yourself, and switch to city bred sons and daughters of wealthy people for the actual benefits using imaginary stories of oppression.

The supreme court only asked for 'data' - how the population figure for backward classes is arrived at, and how people are classified as backward -using precisely what criteria. If you think tamil nadu is doing extremely well (unlike orissa which is in your words still wallowing in casteist oppression), why couldn't the government of tamil nadu submit data on actual beneficiaries of the quota to supreme court to prove this point - they could have impleaded themselves in the case. Or they could have passed on the data to the central government - which is controlled by them anyway - to be used by the central government. Instead of doing a pointless bandh and pretending the courts, laws and constitution dont matter.

When the state of tamil nadu says only 3% of its hindu population is not backward and everybody else is backward, dont you think something stinks there?

Blaming everything - including orissa's backwardness - on 'casteist domination' - merely echoing the Dravida or missionary preachings - without a proper inquiry and application of mind - will not lead us anywhere. This mentality is precisely the reason why we suck as a nation.

Tamil Nadu has done the extreme of classifying 97% of its Hindu population as backward, most backward etc, and given them 69% reservation. How does it explain the extreme backwardness in regions like Thiruvannamalai, Krishnagiri etc - and tamil migrant labour is seen all over india doing menial/manual labour on par with migrant labour from bihar and orissa? Or the kind of atrocities different OBCs in the south and northern districts of TN continue to heap on dalits?

Even for a moment buying your theory that orissa is backward because they have not done what tamil nadu did classifying everybody backward, would not that mean that, for social justice, it would be unfair to treat contestants from orissa equal with creamy layer OBCs from TN - second or third generation beneficiaries - for central educational institutions?

Think. and please do reply if you come up with something.

Exactly. But then how come in a state (TN) which ranks high in many social and economic indicators (literacy, per capita income, industrialization...) only around 3% of the population (look at the Sachhar committee table linked in the post) is not backward? Does a "backward" student from Chennai deserve an IIT/IIM seat more than a "forward" student from rural UP which is among the least developed states in India and where 20% of the Hindus are not labelled as "backward"? This is what the interim judgement is about. Come up with data showing who are socially backward and then get quota.

As opposed to being under the grip of casteist "backward" castes as is the situation today? How many of the perpetrators of violence against Dalits in rural TN belong to the "forward" castes?

ஹையோ ஹையோ. சின்னப்புள்ளத்தனால்ல இருக்கு!!! 'அரசு ஆதரவில்' இல்லை, 'அரசு நடத்தும்' பந்த். இடஒதுக்கீட்டில் மூலமாகவும், 'திறமையின்' மூலமாகவும் (pilesஐ சொல்லவில்லை) அரசுப்பணியில் 'அமர்ந்து' இருப்பவர்களைத் தவிர இதற்கு வேறு யாரும் இதற்கு ஆதரவு தரவில்லை.

பிறகு எப்படி இது வெற்றிகரமான பந்த் என்றுதானே யோசிக்கறீங்க? நடந்துமுடிந்த 'இடை'த்தேர்தலை நினைவுபடுத்திக்கொள்ளவும்.

உங்கள் கருத்துக்களுக்கு நன்றி நண்பர்களே. ரீசன் மற்றும் ம்யூஸ் கேட்டிருக்கும் கேள்விகள் மிக முக்கியமானவை. இட ஒதுக்கீடு என்பதே வேண்டாம் என்று இங்கு யாரும் சொல்லவில்லை.

தற்போது தமிழ்நாட்டில் அது செயல்படுத்தப் படும் படு கேவலமான முறை தான் கேள்விக்கு உள்ளாகி உள்ளது.

இன்னொரு சம்பந்தமில்லாத வாதம் பேசப் படுகிறது - "தமிழகம் இட ஒதுக்கீடு கொடுத்ததால் முன்னேறி விட்டது"

இது ஒரு அபத்தம். பொருளாதார வளர்ச்சியின் பலன்களை சமூகத்தில் பலரும் துய்க்க வழிசெய்யும் ஒரு வாய்ப்பு மற்றும் பங்கீட்டு சாதனம் தான் இட ஒதுக்கீடு. அதுவே வளர்ச்சிக்கான காரணம் அல்ல - இந்த அடிப்படையை முதலில் புரிந்து கொள்ள வேண்டும்.

சுற்றிவளைத்துப் பேசாமல் நேரடியாக சப்ஜெட்டிற்கு வந்திருக்கலாம் - இட ஒதுக்கீடு கொள்கையினால், பிராமண சமுதாயத்தினர் பாதிப்புக்குள்ளாகின்றனர். அதுதானே உங்கள் ஆதங்கம். பிராமணர்களுக்கும் இட ஒதுக்கீடு வேண்டும் என்பதே உங்கள் கோரிக்கையானால் அதன் பேரிலலேயே விவாதம் நடத்தியிருக்கலாமே.

First, the continuing harangues on Orissa without answering the questions related to that in my comments, in the comments of anonymous-ER, and Jataayu. In particular, Jataayu's words -

Examples to help understand this - one part of TN's development is the textile units in Coimbatore/Tiruppur. what percentage of those are owned by brahmins? what percentage of those are owned by people who figure in TN backward classes list? Being private enterprises, these units do not have to follow Government mandated caste quotas. They do not employ a lot of engineering graduates where educational quota is an issue. They employ diploma holders and three-year graduates and labour where educational quota is not an issue.
Other such examples are chemical units in tuticorin, big PSUs set up before dravidas took power in TN where OBC reservation was not in force (atleast until mandal), etc.

From this data, and NCBC (national commission of backward classes) guidelines on educational backwardness, atleast some of TN's 72% 'backwarding' people will have to quit doing that.

NSSO uses surveys to collect data, and not a complete census. But UPA appointed sachar committee used NSSO data so that cant be an excuse.

Brahmins dont give a sh*t to any of your other gratuitous crap for them, so save them and carry on.

The supporters and the opponents of the OBC reservations in higher education seem to be united in how they read the latest order of the Supreme Court. Both sides are reacting as if the court has given its final judgment. They of course know it is an interim order. But both sides seem to think that the questions posed by the Supreme Court are impossible to answer. Hence the premature triumphalism of those who opposed the policy and the hysteria of the political class that supports, or wishes to be seen as supporting, the quotas. I beg to disagree with this reading. The questions posed by the Supreme Court in its interim order should be seen for what they are, namely questions. The stay order does not question the foundations of the settled policy on affirmative action. It simply asks some hard questions necessary for fine-tuning the affirmative policies. I think these are fairly reasonable questions that anyone would wish to ask. Therefore, instead of trying to find out how not to respond to these questions, the government would do well to think hard about how to give straight answers. The SC order could and should be turned into an opportunity to fine-tune the reservation policy. It is a delicate moment. A hasty or knee-jerk response of the kind suggested by some champions of social justice could actually lead to a rejection of the policy itself. Take the first and simple question of the numbers. The government has argued that the OBCs are 52 per cent and that the 1931 Census is a sufficient basis to arrive at this assessment. That is not a straight answer. Mandal Commission had arrived at the mythical figure of 52 per cent on the basis of deductive reasoning that failed to take into account all the non-dwija upper castes in the country, including large caste groups such as Jat, Maratha, Patel, Reddy, Khandayat and Nair. Once you exclude these groups from OBC, the figure comes to anywhere between 40 and 44 per cent. The government should know that, if it cares to look at its own data. The latest round (61st round for 2004-05) of the most comprehensive survey available in the country, the National Sample Survey, shows that the OBCs are around 41 per cent of the country's population. This is consistent with the information available from various rounds of the National Election Study by the CSDS. Sure, this assessment is based on sample surveys, not the Census, and therefore the figure could be off by one or two points. But that does not quite matter for a scheme that seeks to reserve only 27 per cent seats for the OBCs. The second question is: Where is the evidence to show that the OBCs are under-represented in higher education? The government wishes to hide behind assertion about thousand years of discrimination and oppression. This again is not an appropriate response. We need to distinguish the OBCs from the SC. Dalits have suffered from centuries of oppression and discrimination, but this is not true of all the OBCs. Their disadvantage needs to be established with latest data. A straight response would be to say that we do not have reliable evidence for analysing caste profile of our higher educational institutions. But whatever we know about the educational profile of different caste-community groups shows a sharp difference between the OBCs and the 'upper castes'. Once again, the NSS data offers a wealth of reliable information. Professor Satish Deshpande's analysis of this data leaves no doubt that OBCs suffer from a severe disadvantage. If the court wants more solid evidence, the government could get a nationwide survey carried out for this purpose It may not be a bad idea to appoint an expert committee on the lines of the Sachar committee to establish these facts to the satisfaction of the courts. The third question is implicit in the court's order: How can we be sure that the mechanism proposed by the government is the best way of redressing this disadvantage? An honest answer is that we cannot be very sure. The fact is that the mechanism of reservation was adopted without a careful look at other available options. Deshpande and i had proposed an alternative that involves computing a deprivation index based on caste, class, gender and rural location. The Supreme Court order gives the government another opportunity to think about alternatives like this And finally, there is the 'creamy layer' question. The Supreme Court order has made it clear that giving the benefit of reservations to anyone on the sole ground of being an OBC is unacceptable, that the policy must exclude the undeserving from taking advantage of the new system. Now the government can give two kinds of answers. It can either sub-divide the castes that fall under OBC into educationally more advanced OBCs and the most backward OBCs and provide sub-quotas for both. Alternatively, it could exclude the 'creamy layer' following the existing and largely income-based definition. Instead of simple exclusion the 'creamy layer' could be made the last beneficiary of the OBC quota. This requires the government to face these questions and to admit that the answers given so far are not very convincing. Once it does so, it could appoint an expert committee on the lines of Sachar committee, or still better a standing independent commission, to come up with answers that may convince the court. வளர்ச்சிக்கான காரணங்கள் என்று பார்த்தால் தொழில் முனைவதற்கான சூழல்.. போக்குவரத்து, மின்சாரம் முதலான கட்டமைப்பு வசதிகள்.. கல்வி மற்றும் தொழிற்பயிற்சி பெற்ற பணியமர்த்துவதற்குத் தகுதியான மக்கள்..சட்டத்தை மதிக்கும் சமுதாயம்..பொருள்களை வாங்கும் சக்தி படைத்த சந்தை..இப்படிச் சொல்லிக் கொண்டே போகலாம். இட ஒதுக்கீடு இங்கே எங்கு வந்தது?

இந்த காரணிகள் மூலம்பெறப்பட்ட வளர்ச்சி சமுதாயத்தின் எல்லா தரப்பினரையும் சென்று அடைய வேண்டும். அப்படி அடையாவிட்டால் அதனால் சமூக கொந்தளிப்புகள் ஏற்பட்டு அமைதி பாதிக்கப் படும், முதலுக்கே மோசம் என்று ஆகும். அதனால் தான் எல்லா வளரும் தேசங்களும், சமுதாயங்களும் முனைந்து இந்த 'பகிர்வை' செய்ய வேண்டும், செய்கின்றன.

இத்தகைய சமூகப் பகிர்வுக்கான பல வழிமுறைகளில் ஒரு அம்சம் தான் கல்வி மற்றும் பணியிடங்களில் 'இட ஒதுக்கீடு'. அதிலும், தமிழகம் பின்பற்றும் மோசடியான சாதிவாரி இட ஒதுக்கீடு என்பது அரசியல், லஞ்சம், ஓட்டுவங்கி மூலம் ஒவ்வொரு சாதியாக "பட்டியலில்" இணைவதற்கும், இப்படிச் செய்ய முடியாத பாவப்பட்ட சில குறிப்பிட்ட சமுதாயங்களைக் குறிவைத்து ஒழிப்பதற்கும் தான் உதவியிருக்கிறது.

தமிழ் நாட்டை விட பல மனித வளக் குறியீடுகளில் முன்னணியில் உள்ள கேரளம், பஞ்சாப், குஜராத் இந்த மாநிலங்களில் இப்படி மகாமோசமான இடஒதுக்கீடு இல்லை என்பதும் குறிப்பிடத்தக்கது.

I do not see a requirement for me to personally accept or reject this. If there is data to show that tamil nadu's economic advancement, if any, compared to orissa, is entirely or partly due to the policy of reservation in education, I am not going to argue with that data.

I had examples from some industries that are a part of TN's economy to show that it is not.

The question here was whether the currently followed reservation policy for backward classes is a social justice scheme, and is operating within the norms of our Indian constitution.

The answer, from the highest court of our country, after the government presented its arguments, is NO.

Whether or not a part or all of TN's economic advancement came from that reservation policy is irrelevant in deciding this question.

If operating within the norms of the constitution is treated as optional and those gaps are sought to be bridged with bandhs and gratuitous advices to one community on how to behave, there wouldn't be anything more to talk about.
