வீதிகளில் உடல்சிதறி மடிவது தான் இந்தியரின் விதியா?

இந்த வார ஜெய்ப்பூர் குண்டுவெடிப்புகள் தேசத்தை இன்னொரு முறை அதிர்ச்சியிலும், ஆழ்ந்த துயரத்திலும் உறைய வைத்திருக்கின்றன. சுற்றிப் பார்க்க வந்தவர்கள், அனுமன் கோயிலில் தரிசனம் செய்ய வந்தவர்கள், விளையாட வந்தவர்கள், கடைகளில் பொருள் வாங்க வந்தவர்கள், காற்று வாங்க வந்தவர்கள் என பேதம் பார்க்காமல் அப்பாவி இந்திய மக்களைக் கொன்று குவித்திருக்கின்றன தீவிரவாதிகள் வைத்த சைக்கிள் குண்டுகள். இந்த தேசம் முழுவதும் ஜெய்ப்பூரில் மடிந்தவர்களுக்காகக் கண்ணீர் வடிக்கிறது, இறந்த இந்திய ஜீவன்களுக்கு அஞ்சலி செலுத்துகிறது. எம் தேசத்தின் மைந்தர்களின் கோரப் படுகொலையும், சோகமும், இழப்பும், வேதனையும், வலியும் தொலைக்காட்சியில் காணும் போது நெஞ்சு வெடிக்கிறது.




தீவிரவாதம் பற்றி இந்திய சமூகத்தின் பொதுவான மனநிலை எப்படியிருக்கிறது? ஜெய்ப்பூர் என்கிற ஒரு சுற்றுலாத் தலத்தில், மொஃபசல் நகரில் தீவிரவாதத் தாக்குதல் நடந்திருப்பது பெரிய அதிர்ச்சி என்று ஊடகங்களில் பேசப் படுகிறது. “ஜெய்ப்பூர் இதற்கெல்லாம் பழக்கப் பட்டதேயில்லை” (Jaipur is just not used to this) என்கிறார் ஒருவர். மும்பை, தில்லி, வாரணாசி, அயோத்தி, ஹைதராபாத் இங்கெல்லாம் ஏற்கனவே குண்டுவெடுப்புகள் நடந்து விட்டன, அந்த நகரங்களில் இருப்பவர்கள் எல்லாரும் ஜிகாதிகள் கையால் சாவதற்குப் பழகிக் கொண்டு விட்டிருக்கிறார்கள் (அல்லது பழகிக் கொள்ளவேண்டும்) என்று மறைமுகமாக உணர்த்துவது போல் நிருபர்கள் பேசுகிறார்கள். தீவிரவாதத்தின் பயங்கரத்தால் இந்திய உயிர்கள் தொடர்ச்சியாக சாவது என்பது அல்ல, அது “எதிர்பாராத” ஒரு “புதிய” இடத்தில் நடந்திருக்கிறதே என்பது தான் பெரிய கவலையாக இருக்கிறது. அந்த அளவிற்கு சமூகத்தின், ஊடகங்களின் உணர்ச்சி மரத்துப் போய்விட்டிருக்கிறது.

இந்த கோரச் செயலின் பின் இருப்பவர்கள் பற்றி இம்முறை கொஞ்சம் மெதுவாகத் தான் தகவல்கள் வரத்தொடங்கியிருக்கின்றன. அதே “சிமி” இஸ்லாமிய மாணவர் அமைப்பு, அதே லஷ்கர்-ஏ-தொய்பா, அதே HUJI என்கிற ஹர்கத்-உல்-ஜிஹாதி-இஸ்லாமி. “இந்தியன் முஜாஹிதீன்” என்று ஒரு புதிய குழு புறப்பட்டிருக்கிறதாம். அதே மதரசாக்களில் படித்து மதவெறியேற்றப் பட்ட நடுத்தர வயது இளைஞர்கள். ஊர்கள், பெயர்கள், ஆட்கள் கொஞ்சம் கொஞ்சம் மாறிய அதே ஜிகாதி இஸ்லாமிஸ்ட் தீவிரவாதம். ராஜஸ்தான் காவல்துறை சந்தேத்தின் பேரில் தேடிவரும் நபர் உ.பி குண்டுவெடிப்புகளாகக் கைது செய்யப் பட்டு லக்னோவில் விசாரிக்கப் பட்டு வரும் ஒரு முன்னாள் மதரசா மாணவாரால் ஏற்கனவே கூட்டாளி என்று கூறப்பட்டவர். இவரும் சஹ்ரான்புர் மதரசாவின் முன்னாள் மாணவர் தான். இந்தூரில் இரு மாதங்கள் முன்பு கைது செய்யப் பட்ட 13 ஜிகாதிகளுடனும் தொடர்புடையவர் என்றும் கூறப் படுகிறது.

ஆனால் ஏதோ இந்த ஜிகாதி தீவிரவாதிகளுக்கு சில ஊர்கள், சில ஆட்கள் பேரில் மனஸ்தாபம் இருப்பதால் அங்கு போய் குண்டு வைத்து அப்பாவி மக்களைக் கொல்கிறார்கள் என்பது போன்ற பாமரத் தனத்துடன் இந்த செய்தி அலசப் படுகிறது. ஒன்றுக்கொன்று பின்னிப் பிணைந்துள்ள இந்த நாசவலைக் குழுக்கள் ஒட்டுமொத்த தேசத்திற்கும் எதிராக போர் தொடுக்கிறார்கள் என்ற பிரக்ஞையே இல்லை. இந்த தேசத்தின் மீதும், இதன் ஆதாரமான, ஆன்மாவான இந்து வாழ்க்கை முறைமீதும் மட்டற்ற வெறுப்புக் கொண்டு அவற்றை அழிப்பதற்குக் கங்கணம் கட்டியிருப்பவர்கள் இவர்கள் என்ற விஷயம் சொல்லப் படுவதில்லை. இந்தியாவின் எல்லா இடங்களிலும் இவர்கள் குண்டுவைக்காமலிருப்பதற்கு, அந்த அளவுக்கு ஆள், அம்பு, ஆயுதம், கட்டமைப்பு இல்லை என்ற ஒரே காரணத்தைத் தவிர வேறு ஒன்றுமில்லை என்கிற விஷயம் இன்னும் உறைக்கவில்லை. இவ்வளவு தாக்குதல்கள் நடந்தும் இந்த தேசவிரோத, தேசத்துரோக இஸ்லாமிஸ்ட், ஜிகாதி கும்பல்கள் பற்றிய ஒரு தெளிவான சித்திரத்தை ஏன் அரசும், ஊடகங்களும் மக்களுக்கு வழங்குவதில்லை?

தீவிரவாதிகளின் நோக்கம் அப்பாவி இந்தியர்களைக் கொல்வதல்ல, அதுவும் செவ்வாய்க் கிழமை அனுமன் கோவில் வாசலுக்கு வரும் இந்து பக்தர்களைக் குறிவைத்துக் கொல்வது அல்லவே அல்ல. அதன் நோக்கம் “அமைதியைக் குலைப்பது” என்று திரும்பத் திரும்பச் சொல்லப் படுகிறது. அதாவது மக்கள் உயிர்போவதைப் பற்றிக் கூடக் கவலைப் படாமல் “அமைதி” காப்பாற்றப் படவேண்டும் என அரசு விரும்புகிறது.

ஒரு குண்டுவெடிப்பு நிகழ்ந்ததும், அதில் ஏற்பட்ட மனித உயிரிழப்பின் வலியை விட, அதன் சோகத்தை விட, ஐயையோ மதக்கலவரம் வந்து விடாமல் இருக்கவேண்டுமே குண்டடி பட்டுச் செத்த மக்களின் உற்றாருக்கு, சமூகத்தினருக்குக் கோபம் வந்து ஏதும் செய்யாமலிருக்க வேண்டுமே என்ற கவலையில் ராணுவத்தை ராஜஸ்தானுக்கு அனுப்புகிறது மத்திய அரசு. ஒரு இரண்டு நாள் துக்கம் அனுஷ்டித்து விட்டு பிறகு தங்கள் உற்றாரின் கோர மரணத்தையும், அந்த நிகழ்வையும் பற்றி சுத்தமாக மறந்து விட்டு தங்கள் வேலையைப் பார்க்கப் போகும் இந்து மனப்போக்கிற்கு “மன உறுதி” (resilience) பட்டம் தவறாமல் ஊடகங்களால் வழங்கப் படுகிறது. மும்பை ரயில் குண்டுவெடிப்புக்கு மறுநாளே சோகத்திலிருந்து மீண்டெழும் அந்த நகரின் “மன உறுதி” பற்றி சிலாகிக்கப்பட்டது (ஜெய்ப்பூர் விஷயத்தில் இரண்டு நாள் தாமதமானாலும், தவறாமல் ஊடகங்கள் இந்த சடங்கை செய்துவிட்டன). ஆனால் குஜராத் கலவரங்களில் பாதிக்கப் பட்ட, மன உறுதி மிக்க முஸ்லிம்களின் “காயங்கள்” “வடுக்கள்” வலிகள்” எல்லாம் அப்படியே ஆறவைக்கப் படாமல் வருடங்கள் கழித்தும், சம்பந்தமில்லாத நேரங்களிலும் மீண்டும் மீண்டும் நினைவு படுத்தப் படும். என்னே ஊடகங்களின் நடுநிலைமை, மதச்சார்பின்மை!

இதற்கு நடுவில் அரசு இதில் பாகிஸ்தான் தலையீடு இருப்பதாக சொல்லியதை அடுத்து, ராஜஸ்தானில் சிதைகள் வெந்து முடிப்பதற்கு முன்பாகவே, அண்டை நாடுகளுடனான உறவு பற்றி சர்ச்சை ஆரம்பித்து விட்டது. ஒரு தொலைக் காட்சி சேனலில் பேசிய வெளியுறவுத்துறை நிபுணர் ஜி.பார்த்தசாரதி, “அண்டை நாடுகளை விடுங்கள். கடந்த 3-4 வருடங்களில் நடந்த எல்லா குண்டுவெடிப்புகளிலும் இந்திய ஜிகாதிகளின் பங்கு தெளிவாக உறுதிசெய்யப் பட்டிருக்கிறது. நாம் அவர்களுக்கு என்ன தண்டனை வழங்கினோம்? இஸ்லாமிஸ்ட் ஜிகாதி தீவிரவாதத்தால் நம்மை விட மிகக் குறைவாக உயிர்களை இழந்த யு.எஸ், யு.கே, ஆஸ்திரேலியா மற்றும் ஐரோப்பிய நாடுகள் இந்தியாவுடன் ஒப்பிடுகையில் மிகமிகக் கடுமையான தீவிரவாத எதிர்ப்புச் சட்டங்களை இயற்றியிருக்கின்றன, குற்றவாளிகளைத் தண்டிக்கின்றன. தீவிரவாதத்தை ஒடுக்க என்று தனிப் படைகளையே அமைத்திருக்கின்றன. இது ஒன்றையுமே செய்யாத நாம் புலம்புவதில் என்ன அர்த்தம் இருக்கிறது?” என்று கேட்டார். மிக நியாயமான கேள்வி.

சமீபத்திய குண்டுவெடிப்புகள் அனைத்திலும், பங்களாதேஷ் நாட்டை மையமாகக் கொண்டு இயங்கும் ஹுஜி அமைப்பின் பெயர் முக்கியமாக அடிபடுகிறது. சிட்டகாங் மற்றும் இன்னும் சில நகரங்களில் ஜிகாதி தீவிரவாத முகாம்கள் இயங்குவதை இந்திய அரசே உறுதி செய்திருக்கிறது. இந்தியாவால் உருவாக்கப் பட்ட இந்த சிறிய நாடு இப்போதைய முக்கியமான ஜிகாதி தயாரிப்பு தொழிற்சாலைகளில் ஒன்று. இது போக பங்களாதேஷ் எல்லைப் புற ஊடுருவல் மூலமும், ஆயிரக் கணக்கான திரைமறைவு ஜிகாதிகள் ஏற்கனவே இந்தியாவின் பல நகரங்களில் மையம் கொண்டுள்ளனர். ஜெய்ப்பூர் குண்டுவெடிப்புகளில் இவர்கள் சிலரின் பங்கும் உள்ளதாகக் கூறப் படுகிறது. இவ்வளவு ஆதாரங்கள் இருக்கும்போது ஏன் இந்தியா விமானத் தாக்குதல் நடத்தி பங்களாதேஷில் உள்ள தீவிரவாத முகாம்களை அழிக்கக் கூடாது? ஆற்றாமையுடன் நண்பர் ஒருவர் சொன்னார்: "Sword Fish என்ற படத்தில் ஜான் ட்ரவோல்டாவின் வசனத்தை இங்கே நினைவுகூர்கிறேன் - அவர்கள் இங்கே ஒரு விமானத்தை கடத்தினால் அங்கெ சில விமான நிலையங்கள் அழியவேண்டும். அவர்கள் இங்கே இரண்டு கட்டிடங்களை அழித்தால் நாம் அங்கே சில நகரங்களை அழிக்கவேண்டும்"
ஆப்கானிஸ்தானுக்குள் புகுந்து அழித்த அமெரிக்கப் படைகள் தாலிபான்களைத் துரத்தி அழித்ததையும், 2002ல் நடந்த 9/11 தாக்குதல்களுக்குப் பிறகு அமெரிக்க மண்ணில் இன்றுவரை ஒரு தீவிரவாதத் தாக்குதல் கூட நடக்கவிலை என்பதையும் எண்ணிப் பார்க்க வேண்டும்.

உளவுத்துறை மற்றும் பாதுகாப்பு அமைப்புகளின் ரேடார் திரையில் இல்லாத “மென்மையான இலக்கு”களை (soft targets) ஏன் தீவிரவாதிகள் தாக்குகிறார்கள் என்று பரிதாபமாகக் கேட்கிறார்கள். தீவிரவாதிகள் என்ன கேனையர்களா? இத்தகைய இலக்குகள் மீது தேர்ந்தெடுத்து அடிக்கடி தாக்குதல் நடத்துவது அவர்களுக்கு மிஅக் சாதகமான விஷயம் என்கிறார் பாதுகாப்பு நிபுணரும், ஓய்வுபெற்ற “ரா” அதிகாரியுமான பி.ராமன். சிறு நகரங்களில், குறைந்த அளவு ஜிகாதிகளை வைத்து எளிதாக ஒரு குழுவை உருவாக்கி செயல்படுத்துவது மிக எளிது. இந்தியா முழுக்க வர்த்தகம், சுற்றுலா, கல்வி இவற்றுக்குப் பெயர்போன பல சிறு நகரங்கள் உள்ளன என்பதால் இத்தகைய தாக்குதல் விளைவிக்கும் சமூக, பொருளாதார அதிர்ச்சிகளும் கடுமையாகவே இருக்கும்.




எனவே அரசு மிக உறுதியான நடவடிக்கை எடுக்காவிட்டால், உடுமலைப் பேட்டையிலும், உடுப்பியிலும், குண்டூரிலும், நாசிக்கிலும் என எதிர்பாராத இடங்களில் எல்லாம் ஜிகாதிகள் தாக்குதல் நடத்தப் போவது உறுதி. மக்களின் உயிருக்கு உத்தரவாதம் தராத அரசு நீடிப்பதில் அர்த்தமில்லை, அது அகற்றப் படவேண்டும்.

வரும் தேர்தலில் ஜிகாதி தீவிரவாதம் தான் இந்தியாவின் தலையாய பிரசினையாக இருக்கவேண்டும். இருக்குமா? ஜிகாதிகளுக்கு நேர்முக, மறைமுக ஆதரவு அளிக்கும் அரசியல் கட்சிகள் மக்களால் கடுமையாகத் தண்டிக்கப் படுமா? அல்லது வீதிகளில் உடல்சிதறி மடிவது தான் இந்தியரின் விதியா?

உங்களோட பதிவுல உள்ள விஷயங்கள், common sense -ஐ உபயோகப்படுதினலே தெளிவா தெரியக்கூடிய விஷயங்கள் தான். இதே கருத்துக்கள் எனக்கும் இருக்கு.

Resilience கண்டிப்பா நம்ம மக்களுக்கு இருக்கு, ஏன்னா கோயம்புத்தூர்ல நேர்லயே இத பார்த்திருக்கேன். ஆனா மக்களுக்கு அனாவசியமா இந்த மன உறுதிய அரசியல்வாதிகள் வழங்கறாங்க, தீவிரவாதத்த ஒடுக்கமா இருக்கறதன் மூலமா. ஏதோ இயற்கை சீற்றத்தை அப்படி எதிர்கொண்டா அது நல்லது, அவசியம்.
எனக்கு தெரிஞ்சு மக்களுக்கு சரியான ஆளுக்கு ஓட்டு போடறதுல தான் மன உறுதிய காட்ட தெரியல. காசு பணம், சாராயம், 'தேச உணர்வ விட உயர்வான' ஜாதி உணர்வு, 'எவன் க்யூல நின்னு ஓட்டு போடறது', 'ஒட்டா, அப்படின்னா?', 'ஆபீஸ்ல வேலை இருக்கு', 'தலை வலிக்கராப்ல இருக்கு' போன்ற சில்லறை சமாச்சாரங்களுக்கெல்லாம், அஞ்சு வருஷத்த அடகு வெக்கறாங்க.
சரியான தலைவனை தேர்ந்தெடுத்து ஆளச்செய்யறது ரொம்ப முக்கியம் இல்லையா? மேனேஜர் சரியா இருந்தா தானே கீழ இருக்கறவன் ஒழுங்க வேலை செய்வான் (most often, than not)? Where there is power, there is responsibility, right? மக்கள்ட்ட தானே ஓட்டு பவர் இருக்கு! அத சரியா உபயோகப் படுத்தினாலே போதுமே? இருக்கறதுலயே நல்லவனுக்கு (அதாவது, கூரைல கொள்ளி வைக்கரவனுக்கு) ஓட்டு போட்ட கூட போதுமே!

இது one of the points for the solution-னாலும், இப்போ problem at hand-க்கு தீர்வு இல்லேன்னாலும், long term-ல முக்கியமானது தானே?

They will be continuosly protected in the name of minorities though they are the culprits of all the terrorist act in this holy land. They will eat, earn and live comfortably in India and will kill fellow Indians. because they are not Indians. they are Muslims. Their religion tells them to kill non followers. For that religious instruction they will follow like a fools and kill others. When the last muslims in India is killed then only India will get its glory back.

I disagree with your branding all Indian Muslims as culprits. Thats why I use the words Jihadi & Islamist in my writings.

What we should condemn is the Jihad doctrine and ideology of Islamic religion that makes people commit such acts of violence. Just like Hindus denounced an evil like unthouchability from their religion, Indian Mulsims should denounce and throw away that part of the Koran that exorts them to kill kafirs in the name of religion.

The Jaipur blasts came in the wake of claims by intelligence agencies and the police in different states of having neutralised a number of terrorist cells.
The fact that this neutralisation did not come in the way of the blasts in Jaipur is a disturbing indicator that we have been dealing with the tip of an iceberg. For every terrorist arrested, there are many waiting to strike.
Terrorism of the past was regional in nature. Its activities were confined to a state. Terrorism today is pan-Indian in nature as the terrorists keep moving from state to state looking for weak points in the security set-up which they can exploit.
It is a pan-Indian threat, which calls for a pan-Indian response. The response has to be in the form of a joint campaign in which the Central and state intelligence, security agencies and the police of different states will work together under a common command and control based in New Delhi.
In 2004, the current government created two posts of National Security Advisers (NSA)—one for external security, which was held by the late J.N. Dixit, and the other for internal security, which is held by M.K. Narayanan.
After Dixit passed away in January 2005, the Government reverted back to having a single NSA to deal with internal and external security.
A reversion to the 2004 practice of having an NSA exclusively for internal security should be the second step for improving our counter- terrorism management.
The third step should be the reorganisation of the Ministry of Home Affairs (MHA). While the trend in other countries has been towards having a single ministry or department to deal exclusively with counter-terrorism, MHA has resisted this.
In any unified command and control for counter-terrorism, the ministry responsible for counter-terrorism has to play a pivotal role. The importance of having a single leader for dealing exclusively with internal security, without being burdened with other responsibilities was realised by former prime ministers Rajiv Gandhi and Narasimha Rao.
Instead of bifurcating the MHA, Gandhi created a post of minister of state for internal security to handle all operational matters including waging a campaign against terrorism by the Centre and the states. The time has come to create an independent ministry of internal security.
Preventive intelligence and physical security, and a thorough investigation and prosecution of terrorism-related cases are the essential components of counter-terrorism. Every successful terrorist strike speaks of an intelligence failure.
But there is a lack of co-ordination not only among the agencies at the Centre, but also between the Central agencies and the state police. How to improve the quantity and quality of the intelligence flow? How to ensure better coordination between the Centre and the states?
Important questions such as these were addressed by the Special Task Force for Revamping the Intelligence Apparatus headed by G.C. Saxena, former head of the Research and Analysis Wing (RAW).
The implementation of its recommendations has not had the desired impact on the ground. Why? What further measures are needed? These issues have to be urgently addressed by a dedicated task force on terrorismrelated intelligence capabilities.
Preventive physical security is the responsibility of Central police forces and the police of different states. While the capability at the Centre has improved, it has improved in certain states and declined in certain others.
A strong physical security capability can thwart a terrorist strike even in the absence of intelligence. A weak capability may not be able to prevent it even if intelligence is available. Identification of weaknesses in our physical security set-up and action to remove them must receive priority.
Successful investigation and prosecution deter future attacks. Poor investigation and prosecution encourage terrorism. India has a poor record in successful prosecutions.
Effective coordination of the police in all the states, the creation of a national database to which the police of different states can have direct access and quick sharing of investigations could improve our record here.
The creation of a federal counterterrorism agency patterned after the Federal Bureau of Investigation of the US, with powers to investigate all terrorism-related cases occurring in any part of the country, would facilitate action and prevention, but there is a strong resistance from the states to proposals for the creation of such an agency.

Both Narayanan and B Raman' proposals were mentined by Smt Vasundhara raje, Rajasthan CM in this Sunday's walk the talk programme in NDTV...

She hinted that if all state CM;s are not ready or willing to co operate and work together, like-minded states (read "NDA ruled") should come together and operate jointly

she said that the response of MHA is abysmal for any query on internal security measures.. When she sought permission to deport illegal Bangladeshi immigratns, she received an "official" advice *in writing* from the center to put them in a "transit camp" and take care of them, instead of sending back. It was shocking to hear this!

It happened to come across a talk-show in NDTV yesterday. B.Raman was also there in the show. Some (so-called)liberals too.

Santhosh Sivan(a movie maker) insited that terrorists should be handled as "just another" human-being. His name starts with "S", even does the word "Stupid". I don't think it as a coincedence.

This point was well acclaimed by those left-liberals. They also spoke that the terrorist should not be tortured, coz this kind of interrogation is an 'state sponsored violence'. Instead they should be interrogated b4 a magistrate & in a humane way. But when a victim of a recent bomb blast spoke abt her grand-daughter's future, everyone silenced. The girl lost her parents in a recent blast & seems she is not out of that shock. When the old lady questioned abt her future & the need of a concrete action against such terrorist activities, Everyone silenced. No one was ready to answer her query.
